@Puistola: Leider reicht das nicht. Es driftet zwar ab zu "FKK und Recht", aber der Glaube der FEN (Federación Española de Naturismo) an ihre Interpretation der spanischen Verfassung hat in letzter Zeit vom höchsten spanischen Gericht Gegenwind bekommen. So schreiben sie in ihrem noch von 2003 stammenden Faltblatt, daß örtliche Verbote mangels Gesetzesgrundlage bzw. wegen Verfassungswidrigkeit unwirksam seien:
FEN-Faltblatt, 2003, hat geschrieben: ... Legal empowerment of the municipalities to establish sanctions is necessary. To establish a sanction there must be a law which indicates this, and the Town Hall is never the body to establish a fine in the absence of an empowering law. In the case of nudism that law does not exist. ...
http://www.naturismo.org/docs/legal_fen_english.pdfDas oberste spanische Gericht bejaht aber inzwischen, daß Gemeinden für ihr Gebiet Verbote verhängen dürfen, demnach ist z.B. ein Bußgeld von 300 EUR für Tragen von Badezeug erlaubt, jedenfalls wenn diese Untat im Stadtgebiet von Barcelona begangen wird. Der bei diesem Thema als Strohhälmchen ergriffene Europäische Gerichtshof für Menschenrechte ist bekanntlich schon mehrfach abgeknickt, so daß ich annehme, daß noch eine Beschwerde mehr dort weiterhin kein tieferes Interesse weckt:
